Title I is the Nation’s oldest and largest federally funded program. Over 56,000 public schools in the United States have accessed Title I to ensure that all students have fair and equal opportunities to obtain a high-quality education and reach at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.
Title I in Gloucester
Gloucester Public Schools Title I funds provide staff, instructional support and intervention strategies to support and enhance student learning in our elementary schools. Gloucester’s Title I programs are designed to provide all students with the opportunity to achieve educational excellence and confidence in their academic ability.
Gloucester Public Schools Title I Programs
All elementary schools in Gloucester are school-wide programs. School-wide programs use the approach of improving the entire school program with the intent of meeting the needs of those students who are failing or most at risk of failing to meet the state’s academic achievement standards. School-wide programs are not required to identify and select individual students for Title I services since the entire school population is involved in the school-wide program.
School-Parent Compacts
The school-parent compact is a written agreement that outlines how families, the entire school staff, and students will share the responsibility for improved student academic achievement and the means by which the school and families will build and develop a partnership to help children meet the State's high standards.
Supplement not Supplant Policy
Federal laws dictate that Title I funds may not replace (or supplant) public education services that are provided to all students. Tile I funds supplement programs and services offered through state and local funds by enhancing, expanding, increasing or extending programs and services that are offered.
Parent / Guardian Notification - “ Right To Know” Highly Qualified Requirement Status:
Gloucester Public Schools must provide each parent timely notice if their child has been assigned or is being taught by a teacher who is not “highly qualified” for a period of four or more consecutive weeks. (This notification will be provided regardless of the staff member’s funding source). If this is the case with any of your child’s teachers, you will receive written notification detailing the teacher’s status.
Assessing Title I Program Effectiveness
Students are identified using a combination of assessments and teacher recommendations. Students are continually progress monitored and data is collected and reviewed to determine the effectiveness and success of the current Title I programming.
Parent and staff surveys are conducted in the spring of each year. These surveys/needs assessments and program evaluation forms are used to evaluate the current Title I program and inform future programming and use of resources in Title I. Parents and staff have the opportunity to affect changes and program refinements that may be made to maximize student progress and academic achievement.
Title I teachers provide instructional support for special education students and EL students. Title I cannot replace or (supplant) the instruction that is the responsibility of the special education staff and EL staff. Careful coordination and facilitation of these services creates a powerful learning environment that maximizes academic achievement for all students.

Research indicates that families and schools working together as partners increases student achievement and develops positive attitudes in our students and schools.

Title I Parent Engagement Policy
It is the goal of the Gloucester Public Schools’ Title I Program to enhance communication and develop strong partnerships with families. Research indicates that families and schools working together as partners increases student achievement and develops positive attitudes in our students and schools.
Ongoing collaboration with families, students, and teachers fosters a positive, readily accessible support system to ensure that families, students, and teachers have ample opportunity to access resources and supports that enable children to reach their full potential.
The intent of the Title I Parent Involvement Policy is to strengthen the home-school partnership with families, students, and teachers. Key components of this partnership include the following:
An annual meeting of parents/guardians and school staff will be organized to introduce parents/guardians to the Title I Program, its regulations, local policies, and the parents/guardians’ right to be involved.
Parents/guardians will be involved in the organized planning, implementation and review of Title I Programs, including input during the development and revision of the family engagement policy.
The District will conduct an annual needs assessment - to be distributed to teachers, families and administrators that includes discussion of the Title I program, effectiveness, and requirements and will provide opportunity for input.
A School-Parent Compact will be used to strengthen the link between schools and Families.
Families will receive and be required to sign a Home-School Compact.
Families will participate in the periodic review of the compact.
Training for families to enhance learning in the home will be supported to ensure that families may help increase their child/children’s academic achievement in school. Families will be invited to be involved in the development of the workshop topics.
Families of students will receive timely information about programs under Title I Part A and will be translated at the parents request, in appropriate languages, including notices of parent meetings, workshops and conferences, as well as learning activities for assisting children at home.
